Considering that fishery is one of the primary economic sectors in Adriatic areas, the main goal of CAPS2 project was to strengthen surveillance of seafood contaminations by spreading advanced technology and knowledge to laboratories in partner countries. This goal was achieved through creating networks among competent authorities and relevant stakeholders, sharing knowledge, implementing new technologies, aligning national policies with EU legislation and raising public awareness.
What has been done during the project in order to achieve its main goal(s)?
The project aimed at strengthening diagnostic capabilities and know-how of the partner laboratories in relation to a number of seafood contaminants in the Adriatic Sea. Specific technologies and operational capabilities were improved to ensure the alignment to the European Union sectorial legislation and to contribute to safety and surveillance of fishery products.
Experts developed a special Information System and a web GIS to collect, manage and share surveillance data gathered in the Adriatic. The Information System and the web GIS application supported the project partner competent authorities to establish and keep up to date a list of approved production and relaying areas, disseminating all the relevant information to interested stakeholders.
CAPS2 developed and implemented National Surveillance Plans in Montenegro and Bosnia and Herzegovina, also extended to other areas. Final aim was to achieve the EU standards and comply with the specific EU legislation in this field.
A risk assessment study on consumers’ exposure to contaminants conducted during the project gave relevant information to decision makers on risks of contamination and proper prevention and mitigation strategies.
Communication of the project was done through online channels – web and YouTube, and publication of informative materials, such as leaflets and brochures.
Which are the project main results/impacts?
Diagnostic capacities and know-how of CAPS2 partner laboratories have been significantly strengthened through acquisition of new technologies and instruments to implement diagnostic analysis and providing theoretical and practical training sessions at IZSAM laboratories in Teramo, Italy, and on the job trainings for the technicians from the partner laboratories.
CAPS2 Information System (web GIS platform) standardized surveillance and controls on sea and aquaculture products, for a common quality standard level in food safety to benefit citizens of the Adriatic Area. CAPS2 web GIS platform is composed of a set of applications for data management in aquaculture and for the notification of diseases of fish and molluscs, and can be found on http://www.caps2.eu/caps2/.
Competent authorities and relevant stakeholders created networks, which facilitated knowledge sharing, as well as development of research and innovation, competitiveness and capacity building promoting opportunities for cooperation in the Adriatic Region.
Risk assessment conducted in the scope of the project identified the level of consumers’ exposure to contaminants in the consumption of fish and shellfish products in the Adriatic Area of reference.
In the EUSAIR Action Plan, the EC recognized CAPS2 as “a project that could aim at strengthening diagnostic capacities of laboratories, for contamination of fish and shellfish and to develop concrete improvements of diagnostic competences in terms of equipment and knowledge, skills and capacities”. In the targeted call on EUSAIR funded by IPA Adriatic CBC program 2007-2013, some CAPS2 results are capitalized within a new project “Capitalization and exploitation of RADar-based infrastructure and decision support system for environmental hazard management NETwork in the Adriatic and Ionian region – CapRadNet”. Moreover, another capitalization project has been submitted in the framework of ADRION INTERREG 2014-20.
